What is more, she seems a bit insanely obsessed with the Shadow Broker, and since Shepard was dead when events were happening, she has no idea why, which only further confuses communication. Shepard comes to see Liara and is met with this very cold, very angry woman who doesn't and won't stop two seconds to talk to her. Obviously, this confusion on Shepard's part could lead them to "cheat" on Liara by romancing someone else. So because Liara refuses to talk openly, Shepard (and, again, the player) is left to imagine any number of scenarios: that Liara doesn't care about her anymore, that Liara is in love with Feron, that Liara has moved on. We even learn later that Liara's office has been bugged by the asari council. Shepard will demand to know more about Feron, and Liara will explain that it simply isn't safe to talk openly on Illium. One of the largest reasons for the arguing and bickering between Shepard and Liara in Mass Effect 2 is the fact that Liara refuses to talk openly with Shepard.
